There are two files associated with each list, called .welcome and .info.
The first contains the welcoming message sent to new subscribers. The second
returns information about the purpose and scope of the list in response to a
request of the form "INFO <list-name>". When the new list is created, these
files are empty (as they are at present).

The list owner should send some text destined for these files to the system
manager, who will enter the text on his behalf.

I am prompted to consider writing some web pages which introduce the IUCr
lists to prospective subscribers and list owners. These pages will contain
general information about using list processing software; and there could
usefully be a form for prospective new owners to fill in that will map out
their preferences for the management of the list, and text for the .welcome
and .info files, that would be passed to the system manager.

It's probably not possible (or at least not easy) to write a full web
interface to the listproc system itself, for the software relies very
heavily on the "From " address line of a mail message for validation and
message response.

In any case, the proper order of business should be that someone wishing to
start a new list fills in the form with all relevant details, then sends it
to the IUCr Web Editor for approval before the system manager can install it.

I'll try to work on an interface of this type over the next few weeks, and
shall periodically invite your inspection and comments of what I've done so
far.
