Please find attached a report received from ICSTI concerning the COUNTER Project. It is expected that Crystallography Journals Online will provide COUNTER-compliant Usage Reports in due course. ---------- Forwarded Message ---------- Dear All, Please find attached a short report of progress to date of the COUNTER project, of which ICSTI is a sponsor. The Project is designed to create a comprehensive method of measuring usage of online information resources. A Code of Practice has been released and a number of online vendors have already implemented it. Further details are in the attached document together with the urls of the various resources available on the project and from one of the early implementors. Background In February of 2003 ICSTI was invited to become a sponsor of COUNTER, an initiative to develop standard methods of measuring usage of online information resources. The Bureau felt that it was a valid activity for ICSTI to support and authorised the expenditure of $5000 as our contribution. The COUNTER Code of Practice COUNTER released the first edition of a Code of Practice in January and invited online information vendors to implement the Code as soon as possible. Amongst the first to implement the Code was Oxford University Press in April 2003, having signed a formal declaration of compliance with COUNTER in March. Details of the OUP implementation are available at http://www.oupjournals.org/statistics A Register of Vendors providing COUNTER-compliant Usage Reports has now been added to the COUNTER website: http://www.projectCounter.org In order to become COUNTER-compliant for 2003, vendors must a) Sign a Declaration of COUNTER Compliance, b) submit this to the COUNTER Office and c) allow COUNTER access to the usage reports for which COUNTER-compliant status is claimed. If the usage reports are found to be compliant with the Code the vendor will be added to the Register. Future Plans >From 2004 onwards, auditing of the usage reports by an independent, COUNTER-approved, auditor will be required in order to maintain this compliant status. Information on the auditing process will be published in the course of 2003, along with a list of approved auditors. Release 1 of the Code of Practice will be valid until the end of 2004. Release 2, to be published in January 2004, will become the valid Code of Practice in January 2005. This will give vendors one year to work towards compliance with Release 2. Modifications and additions to the Code The first vendors to become compliant have also provided useful feedback which has enabled us to enhance the Code of Practice and to clarify some issues associated with it. The first set of Guidelines on Implementation has been published as Appendix D to the Code of Practice. These are designed to provide more detail to assist vendors with implementation and include information on the specific return codes that indicate a successful request to a web server. A set of errata have also been included as Appendix C to the Code of Practice.
