Thought it helpful to recap comments made at TACC -- minutes will
highlight suggestion by Gerard Giroud to collate information on what
ICSTI members are actually doing about the question so that this
information can lead to 'best practice' ideas being put forward by
ICSTI. Presumably comments on this forum site will be the mechanism for
accomplishing that.

Additionally, other points made include the following (from my notes) --
others may wish to comment/expand/correct as necessary:

Define the audience: primarily scientists and funding agencies;
coordinate with EU (6th framework program); monies for national
libraries; Budapest initiative does not mention preservation.

Practical actions: address sectors where nothing is being done; educate
scientists re costs; scientists can identify which data should be
preserved (e.g., GenBank).

Strategies needing further consideraton: 'go slow' as NLM has done with
PubMedCentral and figure out what is reasonable to do, or go forward
with big plans such as LC? (Kent Smith); question of scope, come up with
processes w/o identifying solutions, move towards best demonstrated
practices (Jim McGinty); find early adopters (Phillip Kent); serve as
clearinghouse (Eamon Fenessy); urge the scientific unions to follow the
lead of IUPAP -- i.e., advocate/urge, help them to think thru the next
steps and arrive at guidelines (David Russon); emphasize functional
importance of "permanent access' rather than "preservation" (Kent Smith)

International Science Council Scientific Freedom Policy

The IUCr observes the basic policy of non-discrimination and affirms the right and freedom of scientists to associate in international scientific activity without regard to such factors as ethnic origin, religion, citizenship, language, political stance, gender, sex or age, in accordance with the Statutes of the International Council for Science.
