Elsevier and electronic journals

You might be interested to learn how Elsevier has consolidated its
position on our campus:
- phase 1: for some months they have offered an access to all their
journals free of charge
- phase 2: To continue to have access to the journals, the contract is
the following:
   + all components of the university (faculties, labs...) will continue
to subscribe to the same journals OR replace journals by others from
Elsevier. The total amount paid to ELSEVIER shall not decrease
   + an additional 8% will be paid by the university for access tot he
electronic journals
   + an increase of cost of 6% per year will be paid by all the
components

The "funny" thing is that these components, which pay on their own
budget, have seldom be consulted. If one does not follow the rule (i.e.
suppress a subscription without replacement) its access will be denied
for all journals.
