Dear Members Apologies for the lack of attachment on my previous email; I seem to be experiencing some technical difficulties which we are currently investigating. In the meantime I have cut and pasted the newsletter into this email to avoid any further delay in sending it to you. Many thanks to all those who emailed - it is good to know that so many of you look forward to the newsletters. Kind regards Sarah Byrne, Administrator ICSTI 51, boulevard de Montmorency 75016 Paris, FRANCE Tel: 33 1 45 25 65 92 Fax: 33 1 42 15 12 62 ******************************************** News for ICSTI Members September 18th 2001 1. A new proposal for digital security The Register is a rather "straight from the shoulder" UK based commentary on IT matters. In a recent column http://www.theregister.co.uk/content/6/21577.html they have the following: The bad news couldn't be clearer: "It is unlawful to manufacture, import, offer to the public, provide or otherwise traffic in any interactive digital device that does not include and utilize certified [DRM] security technologies." So begins the draft of a bill obediently proposed by US Senators Fritz Hollings (Democrat, South Carolina) and Ted Stevens (Republican, Alaska) on behalf of their entertainment and software industry patrons. The draft was first published by Wired News Chief Washington Correspondent Declan McCullagh, and is available in part on his Politech Web site http://www.politechbot.com/docs/hollings.090701.html along with related materials. The significance is that DRM (Digital Resource Management) would prevent making backup copies of data - even if legitimately obtained. Two new Web sites of interest: 2. SciTechResources.gov A creation of ICSTI Member the National Technical Information Service (NTIS), this site provides scientists, researchers, engineers, and others with easy access to [US] government resources related to science and technology. Users can limit searches by keyword, subject, agency, and type of resource (such as maps and charts or data). For the "science aware citizen," who may not be a researcher, SciTechResources allows visitors to search just within general interest science and technology resources. A categorized list of portals and gateways is also available off the front page. http://www.scitechresources.gov 3. ISIHighlyCited.com Part of the ISI Web of Knowledge platform from the Thompson Corporation, ISIHighlyCited is a database of people most highly cited from 1981 to 1999 for each of the following categories: chemistry, physics, engineering, and neurosciences. These distinguished, most-highly-cited individuals comprise less than one-half of one percent of all publishing researchers! The database can be searched by name, institution, category, or country. The information returned includes a full listing of publications (journal articles, book or book chapters, conference proceedings, Websites, and other Internet resources), education, faculty and professional posts, memberships and/or offices, current research interests, and personal Websites. The next categories planned for release are Molecular Biology & Genetics, Biology & Biochemistry, Immunology, and Microbiology. http://isihighlycited.com/home.cgi --Boundary_(ID_XSKbEigBwEosyC+zO8jBeg)--
