There were two related bills in the House. H.R. 354, the Collections of Information Antipiracy Act, from the Judiciary Committee and H.R. 1858, Consumer and Investor Access to Information Act, from the Commerce Committee. Earlier that week, it had been thought that H.R. 354 might come to a vote at any time, especially if the Representatives had time while waiting for a final federal budget compromise. There was no comparable legislation in the U.S. Senate. H.R. 354 is generally backed by the producers, while H.R. 1858 is preferred by the library community. H.R. 354 does not include fair use provisions. 1858 is primarily a misappropriation bill and is aimed at stopping wholesale piracy for commercial purposes. However, it is expected that one or both of these bills will be reintroduced in early January when Congress reconvenes. --Boundary_(ID_Mmb+z0c+R78qhKmfDZvjNQ)--
