The report is based on a survey conducted within the framework of UNESCO's Memory of the World Programme. The Memory of the World Programme aims to "protect and promote the world's cultural heritage … through support for digitisation and preservation of documentary heritage collections which have world significance." The report gives an interesting picture of the state of digitization, which is defined as digitizing from an original that is not itself digital. It concludes that even though there are many projects and much expertise available, there is little coordination and few standards applied. A major issue is the lack of policies for preserving the resulting digital version. Only 64% had policies - 36% did not. Only 55% of the libraries have a policy for migrating data to more recent technology platforms. Therefore, major digitized collections, which are being organized by projects such as UNESCO's Memory of the World Register to preserve materials, may result in second-generation preservation problems.
