* INTERNET SELF GOVERNANCE
ISOC has played a major role in the furtherance of Internet self
governance, first through its role in the creation of the Internet Ad
Hoc Committee (IAHC), an entity that was established to help resolve the
complex issues surrounding the administration of Internet names and
numbers. The efforts initiated by that group ultimately led to the
formation of Internet Corporation for Assigned Names and Numbers
(ICANN), a nonprofit corporation composed of Internet stakeholders.
While the process has been difficult, the outcomes seem to indicate that
the Internet can may achieve self governance.

* ICANN
Articles of Incorporation for the Internet Corporation for Assigned
Names and Numbers (ICANN) have been executed and the nonprofit
corporation formally exists. The bylaws have been accepted by the U.S.
Government, the party responsible for overseeing the transition of the
Internet Assigned Names Authority (IANA) to the Internet community.

An interim board has been formed of nine independent individuals.
Michael M. Roberts, first executive director of the Internet Society and
former vice president of Educom, has been named interim chief executive
officer. The parties are charged with putting the organization on a
solid foundation and they preside over the formation of the final, more
complete, and duly constituted board. In addition, they will oversee the
formation of the Support Organizations (SOs), which will create policy
for the administration of the ICANN functions including domain names
(DNSO), IP addresses (ASO), and protocol parameter assignments (PSO).

* RFC EDITOR
During the transition of the IANA into a separate organization -- ICANN
-- the function of the RFC Editor was separated as well. As a service to
the Internet Engineering Task Force (IETF), ISOC has contracted with the
University of Southern California to provide the functions of the RFC
Editor for one year beginning 1 October 1998. Until that date, costs for
this service had been borne by the U.S. Government. We are delighted to
have been able to increase our financial commitment to the IETF.
