Dear Brian, There is a CIF parser built into RasMol that is based on CBFlib and which is covered by open source licenses. As of RasMol 2.7.3 the license is GPL. You should also see CBFlib at http://www.bernstein-plus-sons.com/software/CBF and you should check with CCP4 on what the status is of their licensing. The last I heard it was still up in the air.
